Raymond Shaw seemed destined for a political life from the time he entered high school. His marks were excellent, and his high school's online yearbook listed him as "Most Politically Aware." The Luddite war, however, interrupted his plans for college, and as he lived in Luddite territory, he was forced to join their cause or be executed.

After several years serving the maniacal Luddites, Shaw performed an act of true heroism by planting a bomb in a Luddite ammunition-storage dump. He and he alone was responsible for the destruction of the Luddite Fort Agriculture. Upon reaching Deep, although he would certainly have been qualified enough to act as captain, he refused, admitting to being entirely put off of leadership positions.
